Ann Rubino, MSPH, FACHE, CPHQ
Chief Operating Officer
Ann Rubino, MSPH, FACHE, CPHQ, serves as Chief Operating Officer at Western North Carolina Community Health Services (WNCCHS). She brings many years of leadership experience overseeing clinical operations for physician groups, health systems, and community health centers, with a strong focus on improving access, quality, and efficiency in settings that serve underserved communities.
Ann has extensive experience leading multi-site clinical operations and supporting teams through organizational change. Her work includes setting strategic direction, improving performance through clear metrics and dashboards, and strengthening day-to-day operations. She has led efforts related to physician practice integration, compensation planning, and quality improvement, and is a Certified Change Management Specialist.
Before joining WNCCHS, Ann served as Director of Clinical Operations at Providence Community Health Centers in Providence, Rhode Island, a federally qualified health center (FQHC) with eight locations serving more than 60,000 patients. In this role, she supported practice growth and service expansion across primary care, pediatrics, OB-GYN, behavioral health, optometry, and dental services. Her work included launching new services, supporting school-based health clinics, strengthening pharmacy and 340B operations, and helping lead operational changes during the COVID-19 pandemic.
Earlier in her career, Ann served as Assistant Vice President and Chief Operations Officer for South County Medical Group in Rhode Island, where she helped stabilize and improve operations for a newly formed, multi-site medical group. She also held a senior operations role at Children’s Healthcare of Atlanta, where she managed outpatient primary care and multidisciplinary specialty centers serving children with complex medical needs.
Ann holds a Master of Science in Public Health in Healthcare Administration from the University of North Carolina at Chapel Hill and a Bachelor of Arts in Psychology from Providence College. She is a Fellow of the American College of Healthcare Executives and holds certifications as a Certified Professional in Healthcare Quality and a Change Management Specialist.
