Chief Behavioral Health Officer

Jessica Parsil serves as Chief Behavioral Health Officer at Western North Carolina Community Health Services (WNCCHS). She joined the organization in June 2022 as Director of Integrated Behavioral Health and was promoted to her current role in February 2024, reflecting WNCCHS’ commitment to whole-person care and the integration of behavioral health across the organization.

Jessica brings extensive experience in integrated behavioral health, mental health, and substance use services. She holds an undergraduate degree in psychology with a minor in social work, as well as a graduate degree in psychology. During graduate school, she recognized the importance of treating the whole person and has dedicated her career to working in integrated care settings.

She began her career as a therapist at a federally qualified health center (FQHC) in southeastern Michigan, where she developed and led a behavioral health department that grew to more than 50 staff members and providers. Her work there included the development of integrated behavioral health and primary care services, school-based behavioral health services in more than 50 schools, an advanced learner program that trained more than 40 students, and an outpatient behavioral health program.

Since joining WNCCHS, Jessica has been instrumental in expanding access to mental health and substance use services. Under her leadership, the behavioral health department has experienced significant growth, including the addition of new staff positions, increased training and certifications for clinical staff, and the expansion of Medication for Opioid Use Disorder (MOUD) services. Behavioral health services are now offered at three WNCCHS health center locations and in eight schools across McDowell and Buncombe counties.

As Chief Behavioral Health Officer, Jessica is focused on increasing access to behavioral health services, reducing stigma related to mental health and substance use, and advancing evidence-based models of care, including collaborative care. She is passionate about ensuring patients and families feel supported, safe, and empowered to seek help.

Jessica relocated to North Carolina after many years in Michigan and now enjoys exploring Western North Carolina with her family. Outside of work, she values time with family and friends, discovering new restaurants, traveling to the beach, and visiting her hometown in Michigan.
